The City of Tallahassee – Your Own Utility has an immediate opening for the Chief Financial and Administrative Services Manager within the Electric & Gas Utility.  This is a senior manager level position reporting to the General Manager – Electric & Gas Utility.

Tallahassee’s Electric & Gas Utility is the 4th largest Public Power & Gas utility in Florida and the 27th largest in the United States.  Electric and Gas serves over 122,000 electric customers in a 221 square mile service territory and over 32,000 gas customers in a three-county service territory.  Electric is a full-service vertically integrated utility with generation, transmission and distribution.  Both electric and gas have been recognized nationally by the American Public Power Association and the American Public Gas Association for outstanding service and operations.  More information on the City and the utility can be found at


As the Chief Financial and Administrative Services Manager, the successful candidate will serve on the electric & Gas utility management team and be intimately involved with the long-term strategic planning for the utility.  Day –to-day responsibilities include: 

  • Preparation, implementation, monitoring and analysis of the Electric & Gas Utility's operating ($300M) and capital budgets ($35-40M)
  • Providing administrative and financial support to the Electric & Gas Utility.
  • Coordination of financial reporting for Electric & gas operations with the City’s Finance Department.
  • Supervises the Utility Supply Center, with an inventory of $8M. This includes participating on the Electric & Gas Material Management Committee.
  • Coordinates with Resource Management on Electric & Gas retail rate studies.
  • Coordinates the collection and submission of storm cost for reimbursement from the State of Florida and the Federal Emergency Management Agency.
  • Serves as the liaison to the City Treasurer Clerk for financing of capital programs or other bond-funded projects and for the development of the Annual Report to Bondholders.
  • Serves as the liaison to the City Auditor for the internal and external auditors by providing access to financial information and supporting documentation, as applicable, and ensures the completion and submission of responses to audit findings
  • Represents the Electric & Gas Utility before rating agencies and other financial entities.
  • During emergency events, will be required to work extended hours coordinating administrative services and supporting storm logistics operations.


The ideal candidate will have:

  • A bachelor’s degree in accounting, finance, or a related field
  • Six years of professional or administrative experience in governmental budgeting, accounting or finance. A current license as a Certified Public Account may substitute for one (1) year of the professional work experience.
  • Three or more years of supervisory experience.
  • Strong financial acumen
  • Ability to handle multiple priorities simultaneously.
  • A team player with the ability to communicate at all levels of the organization
  • A forward and global thinker with a high level of initiative and creativity
  • An outstanding negotiator skilled in conflict resolution
  • Politically sensitive and aware; understanding of politics but not participating in them
