Legislative & Regulatory

The Florida Municipal Electric Association's legislative team represents member cities' interests on a variety of state legislative issues in Tallahassee. FMEA also actively works with state and federal agencies on regulatory issues. On federal issues, FMEA is affiliated with and works closely with the American Public Power Association.

The 2010 FMEA Legislative Rally will be held March 22-23 in Tallahassee

The FMEA Legislative Rally will is held each year in the spring. The Rally is one of the most effective ways for you to meet and lobby your state legislators on electric utility issues. With issues pending that affect every FMEA member, it is important for every utility to be represented at the Rally.

At the local level, municipal utilities are governed either by a local city commission or an elected or appointed utility authority. Municipal utilities are subject to all Florida laws regarding public bodies, including open meetings laws, open records laws, and public bidding laws. No other type of utility invites as much public input or operates in such an open, democratic manner. Open, accessible, governance is one reason that municipals are also known as "public power" utilities.

Important changes are under way in all utility industries. Municipal utilities believe that local communities should dictate their own future. Therefore, one major focus of public power's legislative efforts is to help communities maintain local control. We believe that local communities can best determine their own needs, and that state and federal legislation should support communities' independence, not undermine their infrastructure.
